I don't know how the Dell works, but with my Surface 3 the Rotation is locked and wont auto rotate if the keyboard is attached. And when i check for updates it always finds the update version 1511, 10586 again. I would also not dread a Clean Reinstall which almost always is better than getting a new PC given the load of crapware and useless utilities larded onto new consumer PC's.
